  • Position Description

    Serco’s Compensation team plays a critical role in delivering data-driven pay decisions in support of contract proposal efforts and internal employee pay reviews, while ensuring adherence to government laws and regulations. The Compensation and Compliance Manager will be responsible for providing market salary data analyses, running reports, compiling data for audits and conducting internal audit reviews of data within our Human Resource Information Systems (HRIS). The ideal candidate for this position will require the ability to work at all levels in the organization, manage external suppliers, and interact with government agencies. A high attention to detail and ability to manipulate and analyze data to inform opportunities and areas of focus are crucial in this position. Seeking a candidate who can influence through experience and respect to ensure the compensation and compliance programs are streamlined and successful.

    Primary Duties and Responsibilities:

    Compensation Responsibilities:

    • Develop and manage the design, implementation and administration of corporate-wide Compensation programs including creating market composites, drafting/modifying job descriptions, and determining pay grades using a compensation
    • Ensure that the corporation maintains a competitive posture in the marketplace. Manage the development of training programs that communicate new or revised compensation
    • Collaborate with the Capture and Proposal teams to map contract labor categories to company job descriptions for proposals (new and existing business), as well as conducting geographical market salary data analyses
    • Deliver all-employee training/communication related to the company’s compensation programs. Partner with line management and HR Business Partners to maintain adherence to compensation guidelines. Oversee/provide regular reporting to senior management
    • Effectively translate analytical data into various formats for presentation, including PowerPoint, Word, and other software platforms
    • Responsible for annual merit planning administration and rewards and recognition programs

    Compliance Responsibilities:

    • Effectively manage the affirmative action plan compliance program in close coordination with external vender to include annual reporting requirement/compliance and
    • Partner with key stakeholders to ensure data is accurate for the plan and to ensure that HR business partners, management and employees are informed of, and follow federal, state and local affirmative action compliance-related
    • Partner closely with Legal on EEOC
    • Develop and maintain HR policies and procedures; work with stakeholders to update existing policies during the policy review period
    • Ensure Human Resources organizational compliance across all functions, provide guidance and training when necessary

    Qualifications

    • Bachelor's degree and a minimum 7 years of relevant experience in Human Resources preferably in Compensation and/or Compliance; preferred 3-5 years of management experience
    • Proficient in Microsoft Office Suite; advanced skills in Excel with ability to manipulate large amounts of data required
    • Experience working in the government contracting environment
    • Familiarity with mapping jobs for proposals and Service Contract Act (SCA) jobs
    • Excellent communication and presentation skills
    • Knowledge of laws and regulations relating to the Fair Labor Standards Act (FLSA), Department of Labor, Defense Contract Audit Agency (DCAA), Office Federal Contract Compliance Programs (OFCCP), Service Contract Act (SCA), Equal Employment Opportunity Commission (EEOC)
