Serco Inc. is looking to fill a full-time Veterans Administration Transition Assistance Program (VA-TAP) Benefits Advisor Site Lead position at our NSS Naples, Italy location.


The Veterans Administration Transition Assistance Program (VA-TAP) VA Benefits Advisors (BA) support implementation of the Veterans Opportunity to Work (VOW), the Hire Heroes Act and Veterans Employment Initiative (VEI) on behalf of the department of Veterans Affairs (VA).  Military Veterans and Spouses are encouraged to apply!


A Benefits Advisor / Career Counselor supports the Veterans Administration Transition Assistance Program (VA-TAP) implementation of the Veterans Opportunity to Work (VOW), the Hire Heroes Act and Veterans Employment Initiative (VEI) on behalf of the department of Veterans Affairs (VA), in the role of VA Benefits Advisor Site Lead.


The BA Site Lead provides transitioning service members (Active, Reserve, National Guard), family members, and Veterans a thorough understanding of earned VA benefits, awareness of education and training opportunities, and assistance in preparing for civilian employment.


The Site Lead may also provide formal VA benefits briefings to groups up to 50, individual counseling, and final transition readiness evaluations during events (such as Capstone) to provide final advice; and performs community outreach and public engagement events.


  • The BA Site Lead is responsible for coordinating with local government TAP Managers and installation staff to schedule classroom support, supervises BA’s and Senior BA’s, and ensures quality performance.
  • The individual in this position is also responsible for supplies, instructional materials, and office equipment; and preparing periodic reports.
  • Work at times will require extended hours, including weekdays, weekends and some holidays, generally anticipating and addressing emerging requirements under changing and constrained timelines.
  • Position relies on experience and judgment to plan and accomplish goals; a certain degree of creativity and latitude is required. Individual must be familiar with standard concepts, practices, and procedures within a particular field. Works under general supervision or independently and typically reports to a supervisor or manager.
  • Position also requires three years’ supervisory experience and ability to mentor, counsel, and evaluate employee performance.



  • Requires a Bachelor’s degree plus 4 years’ experience, or 8 years relevant experience with 3 years as VA Benefits Advisor (preferred) or 5 years with benefits advisory / career counseling experience, with strong knowledge of VA Benefits. Current or prior experience as VA Benefits Advisor or VA Benefits Advisor Site Lead preferred.
  • NACI security clearance required. 
  • This position supports a U.S. Government Contract whose terms require Serco to staff it only with U.S. Citizens.
  • The position you are being considered for is on a U.S. Government contract which will require applicants to successfully undergo and pass a background investigation (National Agency Check).
  • Applicants must also successfully complete initial training to maintain employment.
  • Applicants must be able to travel up to 10% and at times able to work outside normal work hours.
  • Applicants must have knowledge of Military structures and rank structures and proven ability to work with government installation personnel, including ability to provide formal briefings.
  • Individual must have experience presenting prepared training to large groups and can rapidly learn detailed information.
  • Applicants must be eligible to be DOCPERS accredited for work in Italy as a Technical Representative and must be eligible for granting of a Mission Visa (missione soggiorno) as a Technical Representative.
  • Applicants must be eligible for SOFA status for employment purposes and successfully complete country clearance for work permit.
