Position Description

Business Unit (BU) Procurement Director

Based in Herndon, VA and reporting to Serco’s VP of Procurement, the Procurement Director is responsible for providing leadership to a staff of 14 buyers and subcontract administrators primarily located in Herndon, VA and Washington, DC supporting multiple Business Units totaling $600M in revenue and procurement activity under various contracts under federal civilian agencies, Department of Defense (DOD), state / local government, and commercial entities.  Relying on an extensive background in federal buying and subcontracting, the Procurement Director will consistently demonstrate best practices in the areas of sourcing, purchasing, subcontract development, business analytics and negotiations.

Responsibilities include:

  • Providing hands on, effective management to the most significant and complex purchasing, sourcing, teaming and subcontracting challenges
  • Maintaining a DCMA-approved purchasing system
  • Building and maintaining relationships with key suppliers and subcontractors including understanding distribution channels and key subcontractor capabilities
  • Meeting contract small business goals with effective supply chain management
  • Developing and implementing key performance metrics and reporting tools for the BU’s procurement activities
  • Working across the organization to implement supplier performance management strategies
  • Maintaining excellent working relationships with BU leadership, program management and peer functional stakeholders
  • Providing cross functional problem solving and leadership

 

Qualifications

Required skills: demonstrated subject matter expertise in federal subcontracting and procurement, an established track record managing and developing a large staff preferably across multiple geographic locations, good analytic and problem solving skills and well developed communications skills.  Strong  management of procurement lifecycle activities including experience negotiating teaming agreements and managing team member pricing efforts, awarding subcontracts in accordance with a DCMA-approved purchasing system, managing subcontractor performance, and closeout activities in a federal contract environment.  Strong understanding of contract price types, business terms and conditions, and FAR / DFARS clauses.

 

Required education: degree in business administration, procurement, supply chain, federal contracting or similar.  MBA and Certified Professional in Supply Management (CPSM) or similar accreditation preferred.

 

Required experience: 10 – 12 years experience in a federal procurement environment with progressively expanding responsibilities, including staff supervision.  Experience with CPSR and other federal agency audits.  Familiarity with Costpoint preferred.
