Position Description

Summary

Provides acquisition support to NAVSEA by coordinating the flag-level approval of required documentation for complex acquisition requirements, and, developing acquisition plans and requests for proposals (RFP) for US Navy surface ship modernization, availabilities, and contracting projects. Works with SEA21 Acquisition Director and team to determine procurement strategies to effectively meet SEA21 program needs in accordance with cost, schedule, and technical requirements.

  

Duties and Responsibilities

  • Develops initial drafts of required documentation in support of the NAVSEA 21 acquisition planning efforts for maintenance, repair, and modernization of non-nuclear surface ships, including US Navy cruisers, destroyers, and amphibious class ships.
  • Develops procurement initiation documentation, including request memoranda, Statements of Work, supply lists, personnel qualifications, justifications, and modifications.
  • Tracks and monitors the writing, proofreading, coordination, and routing for flag-level approval of acquisition documents, including:  acquisition plans (AP), source selection plans (SSP), solicitations and request for proposals (RFP).
  • Responsible for coordinating with internal and external stakeholders, comprehensive data analysis, development of products to include senior level briefings, memos, white papers, contract documentation for Coast-Wide solicitation, action tracking and other duties as assigned in support of acquisition efforts.
  • Responsible for ensuring all SEA21C products are cross-functionally aligned with internal and external stakeholders.
  • Ensures Acquisition PAPM Director and Integration PAPM have all necessary briefs prepared for leadership and have all documents necessary prior to meetings. 
  • Performs statistical analysis on acquisition milestones to determine deficiencies/efficiencies in solicitation procedures and determine what procedures can be made more efficient to get availabilities awarded on-time and to leverage current efficiencies found in future availabilities. 
  • Conducts financial trend analysis, life cycle acquisition tracking, including data entry, file maintenance, and data retrieval and reporting functions.
  • Coordinates entry of purchase requests (PR) into the Standard Procurement System (SPS), in support of the solicitations and request for proposals (RFP).
  • Provides support to upper management in acquisition planning, solicitations for services, contract development and award, due diligence and other business development or alliance development projects.
  • Prepares documentation, reports, and project plans to describe activities planned and accomplished, status reports, letters, memoranda, messages, and contact reports.
  • Prepares and presents formal briefings and staff seminars.
  • Demonstrates superior writing and presentation skills to develop briefings, documents, papers, conceptual, and analytical reports for clients.  Must have exceptional Microsoft Office skills to include Word, Excel, and PowerPoint.
  • Performs additional duties and responsibilities as assigned.

Qualifications

An Active Secret Security Clearance is Required.

 

Education and Experience

Bachelor’s degree in related discipline plus 10 to 12 years of directly related experience in a government administrative or contracting environment.

  • Education and work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.

Knowledge, Skills, Abilities

  • Strong knowledge of government or other contracting environment.
  • Ability to apply knowledge of the defense acquisition process to support customers in the analysis and improvement of acquisition process policy and procedures.
  • Excellent communication and interpersonal skills.
  • Good organizational skills.
