Position Description

The candidate shall serve as a primary/on-site Navy representative during the design and development of the Sea Services Deployment Module (SSDM) within the Integrated Computerized Deployment System (ICODES). SSDM will replace TCAIMS II as the Coast Guard and Navy’s unit move system and will merge existing MDSS II-unit deployment capabilities into ICODES to support Navy force deployment planning and transportation functions. The candidate will:

  • Provide research of various Department of Defense and Service publications, the Defense Transportation Regulations, and other regulations, guidance, and existing system documentation to define the scope, functionality, and logical flow of data through the planned system.
  • Provide Mobility planning expertise to working groups involved in the development of SSDM and participate in the creation and review of operational capabilities.
  • Ensure system development proposals from the system’s developer allow sufficient interoperability with other existing or planned Navy, Marine Corps, and joint transportation systems.
  • Coordinate technical data transfer requirements and processing; stay abreast of any system or site configuration changes which may affect system development/operation. Analyze proposed changes and, if necessary, recommend alternative proposals/methodologies when problem areas surface.
  • Participate in software testing and validation to ensure adherence to functional requirements or system specifications.
  • Ensures system documentation is prepared and maintained and that users are instructed in system capabilities and procedures. Prepares and presents system briefings and demonstrations, as required.

 

Qualifications

  • Secret Securty Clearance is required.
  • Bachelors Degree with 2-4 years of experience in Coast Guard and Navy Logistic setting preferred; High School Diploma/ GED  and 5 years' experience can be substituted for a Degree.
  • Experience supporting Strategic Mobility programs for U.S. Navy, U.S. Marine Corps or U.S. Coast Guard required.
  • Knowledge of Mobility/Transportation concepts, policies and procedures for all modes of transportation (airlift, sealift, overland, rail, etc.) across the Joint Deployment and Distribution Enterprise (JDDE).
  • Experience with Embarkation/Mobility planning preferred.
  • Experience in researching various DoD and Service publications, the Defense Transportation Regulations (DTR), other regulations, guidance and existing system documentation to define the scope, functionality and logical flow of data through the planned system.
  • Working knowledge of the DTR, processes and procedures of deploying U.S. Navy, U.S. Coast Guard or Marine Corps equipment and personnel through ocean and air terminals.
  • Experience participating in working groups involved in the development of systems and creation of operational capabilities.
  • Experience coordinating with functional users to define requirements, existing system documentation, and procedures with system functionality.
  • Experience coordinating with developers and functional users to gather information concerning system logic and develop automated system processes and work-flows.
  • Experience performing functional transportation system analyses to develop interface requirements, functional user documentation and interface specifications.
