Position Description

Serco North America has an exciting opportunity for a Talent Acquisition Manager to support our Citizen Services team in Herndon, Virginia.  This is an opportunity to lead change working alongside a highly engaged and collaborative team.

Our Talent Acquisition organization went through a major transformation in the last year and a half improving the workplace and hiring experience for candidates, hiring managers and supporting Talent Acquisition functions.  We implemented a dynamic, cloud-based technology platform and modernizing our talent experience and operating model.  You would support an eclectic portfolio of contracts and customers, utilizing your organization, problem solving, and strategy development skills.

 

You will lead a team of one lead and five to six recruiters in the US and Canada, within a team of about 35 total Talent Acquisition professionals.  Serco’s Talent Acquisition team provides the latitude to learn and develop through meaningful experiences and utilize your unique experience and strengths.  We truly make a difference every day for our company and our customers.

 

In this role you will:

  • Manage team of specialist, technical and proposal recruiting professionals in the delivery of workforce and contract staffing plans to proactively, attract, source and maintain a pipeline of existing and potential candidates to meet the variable business requirements.
  • Coach the recruiting team to drive improvements on a continuous basis and overall customer experience focused on specialist, niche, technical and sometimes difficult to fill roles. Ensure the team adheres to process, championing best practices, promoting a culture of continuous improvement.
  • Point of collaboration for senior leaders to align and support business goals. Build strong effective relationships with business units and management teams. 
  • Responsible for resourcing and fulfilling demand for the Business Units and sub-sectors, balancing workloads and priorities.
  • Oversee divisional bidding pipeline, proposal support and Key Personnel, preparing for contract awards and transitions, and downstream impacts on recruitment workload.
  • Ensure the team possesses the required level of professional expertise and training to enable delivery of service, participate in continuous professional development and initiating appropriate development interventions - undertaking all activities as a People Manager including providing regular performance and development feedback.
  • Maintain knowledge and awareness of the Serco brand, execute appropriate use of brand collateral when communicating with candidates, act as ambassador of the Serco brand and Employee Value Proposition.
  • Work with TA leaders and team to develop and implement effective marketing and social media strategies, campaign, event, and other activity planning.
  • Effectively manage and maintain the applicant tracking system. Utilize systems and processes to ensure a high level of data integrity enabling accurate data tracking and reporting according to company standards and procedures.
  • Rely on extensive experience and judgment to plan and accomplish goals. A wide degree of leadership, responsibility, innovation and latitude is expected.  
  • This position reports to the Senior Manager, Talent Acquisition.

Qualifications

 

Required skills and experience you will need to be successful in this role:

 

  • A bachelor's degree, 12+ years of experience in Talent Acquisition and 5+ years of experience managing a team of at least five members and in supporting government contracting programs.
  • Strong understanding and experience in all elements of the recruiting process including: candidate attraction, direct sourcing, candidate qualifying, interview and behavioral based techniques, networking, assessing, as well as recruiting, pre-employment and regulatory compliance issues.
  • Strong data, reporting and attention to detail.
  • Strong organizational, problem solving, and strategy development skills.
  • Exceptional stakeholder management and customer service skills.
  • Technical aptitude in the use of business software and applicant tracking systems (iCIMS preferred) with proficiency in Microsoft Office Suite, and HRIS databases.
  • Demonstrable people management skills, including recruitment, development, performance management, resource deployment and employee engagement.
  • Experienced in change management, workforce transformation best practice, and efficiencies in talent/recruitment/resourcing functions.
  • Understanding of workforce planning cycles and how these can be converted into robust hiring plans.
  • Knowledge of and understanding of key risks in relation to the end to end recruitment process, including the implication of key legal and compliance (EEOC/OFCCP) requirements.
