Position Description

Serco is currently recruiting for an anticipated United States Agency for International Development (USAID) program focused on providing Acquisition & Assistance (A&A) and Program Management (PM) training and development. Looking for dynamic leader with strong technical expertise addressing educational access and quality, coupled with superb client relations and management skills.

Full-time remote work is currently in effect due to the pandemic. When it is safe, this role will require 20% of your time working at Serco’s Herndon, VA office and/or the client site in Washington, DC.

Candidates for this position should be senior-level professionals with a proven track record of successfully implementing and managing large scale training programs. The Program Manager/Chief of Party will be responsible for oversight of the entire project, and will be required to work with various stakeholders, including high level government and USAID officials.

Primary Responsibilities:

 - Provide overall leadership management and general technical direction of the entire program,

 - Ensure an integrated vision among different components and actors, and a focus on achieving the results defined in the contract.

 - Identify issues and risks related to program implementation in a timely manner and suggest appropriate program adjustments.

 - Act as the key liaison between Serco and USAID, and all other counterparts and implementing partners involved with the program.

Minimum Qualifications:

  • Bachelor's degree in Training, Adult learning and development, or related field of study or equivalent work experience required;
  • Five (5) years or more of progressively responsible work experience implementing multi-sector learning and development programs with demonstrated strong management and coordinating skills;
  • At least five (3) years of management experience, including direct supervision of professional and support staff and assembling teams working on multi-faceted training and development programs;
  • Requires significant coordination skills, broad general and technical knowledge, experience in Acquisition & Assistance for COR’s, and other various project management curriculum.
  • Relevant technical background in training, course development, assessments and evaluations;

Desired Qualifications:

  • Master's Degree in Training, Adult learning and development, or related field of study
  • Experience in Acquisition and Project Management training a plus;
  • A familiarity with USAID learning programs and extensive knowledge of USAID administrative and procurement practices;
  • Previous Chief of Party experience is a plus.
