This position is contingent upon your ability to obtain/maintain/transfer your Secret clearance and on Contract and subsequent Task Order award.

 

Serco supports DHS in the acquisition of new technology used to defend our nation. Our team reviews acquisition documentation, develops test plans, executes test events, collects, and analyzes data and writes test reports.  This includes programs supporting the USCG, Transportation Security Agency (TSA),  and Customs and Boarder Protection (CBP).

 

You will be part of a 5-7 -member team that works closely with the customer and other Serco teams to deliver quality systems.  Dennis Ourlian leads this team with over 40 years’ experience and is a military veteran.  The team has been supporting Test and Evaluation for over 15 years and has been recognized by both the Navy and DHS for their outstanding contributions.

 

In this role, you will:

• Perform as the Test and Evaluation Engineer that supports the Department of Homeland Security (DHS) in the review of acquisition documents, development of complex test plans, execution of operational tests, the reduction and analysis of data, and the writing of test reports.
• Supports Operational Test and Evaluation (OT&E) events to provide the DHS Component with an evaluation of the mission capability of the system or service when employed in a realistic, operational environment.
• Supports the Lead Test Engineer in providing a T&E Strategy brief to the Director of T&E (DOT&E) for all major acquisition programs under DOT&E engagement.
• Assists in providing OT&E strategy associated with operational testing and drafting of applicable sections of the TEMP per policy with the T&E Manager and T&E WIPT.
• Provide DOT&E a T&E Concept Briefing on the planned OT&E activity.
• Supports development of Test Plan for DOT&E approval, executes test events, collects, and analyzes data, and provides a report on the results.
• Work directly with senior technical personnel, stakeholders, and project managers in the planning and execution of test events.
• Employ existing guidelines and instructions, guidance from higher-level engineers, experience, and independent judgment to plan and accomplish test objectives.

  

To be successful in this role, you will have:    

• A Bachelor’s degree and 5 years of experience or 10 years of OT&E experience.
• U.S. citizenship.
• A SECRET security clearance is required.
• Familiarity with MS-Office software to include MS Word, MS Excel, MS Access, and MS Power Point.
• Proficiency in technical writing is required.

Additional desired experience and skills:

• DHS Operational Test Director’s course (FTE 205) or DAU Level II Certification in T&E.

• DHS or DoD operational test or acquisition experience.
