Position Description

Are you looking for an opportunity to contribute to the Navy’s surface ship readiness and modernization? At Serco, we are looking for the brightest, most innovative, and driven with an appetite for wrestling complex problems. In this role, you will manage Navy Machine Alteration Program (MACHALT) by providing Engineering/Analytical services, to promote resolutions of Fleet concerns while supporting the NAVSEA Readiness and Sustainment Office. The program consists of dozens of separately tasked modernization projects that are in various stages of development and execution. This position has a direct impact on the effectiveness of Ships and Sailors. 


Apply your subject-matter expertise of naval ship operations and maintenance in support of a dynamic organization in an evolving environment. In this role, you will extract operational, and maintenance data from ship systems to assist in the prediction and resolution of operational and maintenance Fleet Readiness issues. You will provide program management support for a $45M Surface Ship Modernization Program. You will perform analysis of projects and programs related to military readiness and sustainment.You will be a good fit for this position if you have performed staff work and/or have Machalt, RMC, or 3MC experience, and are familiar with the Navy’s maintenance hierarchy.


The Machine Alteration Program Analyst will:


Provide daily support to the customer for he Surface Ship Modernization Program with these representative responsibilities:      

  • Consolidate weekly/monthly/quarterly program data for analysis and reporting. 
  • Analyze modernization program data for actionable content and to develop courses of action to maintain program objectives. 
  • Monitor a variety of program stakeholders for program status information and specific project coordination as necessary.  
  • Developing/refining PowerPoint sides and Excel spreadsheets based on available program data. 
  • Host and participate in program and project meetings and discussions and will be responsible for collaborating minutes notes for action item follow up.
  • Use knowledge and experience gained from military / civilian / contractor work to solve current and mitigate future problem areas.
  • Build rapport and coordinately close with diverse operational, engineering, and logistics activities
  • Provide guidance and recommendations to the customer.
  • Coordinate and participate in working groups, program development forums, analytical activities, readiness IPT, and other forums as required to accomplish contract requirements.
  • Monitor standards for the quality of programs and documents. Assist in the resolution of project and program priorities.
  • Demonstrate excellent writing and presentation skills to develop briefings and other documents.
  • Maintain close coordination with client personnel and perform work at client site in classified environment, as required.
  • Comply with security procedures and requirements.


Mandatory Requirements

  • An Active U.S. DoD Issued Secret Clearance.
  • Bachelor’s degree in Engineering, Computer Science, or related technical discipline.
    • Degree requirements could be waived in lieu of significant levels of experience
  • 5-7 years of relevant work experience.
  • Excellent writing and presentation skills.
  • Proficiency with Microsoft Office suite of applications (particularly MS Excel and PowerPoint).
  • Project Management experience.
  • Proficient with MS Productivity Suite with focus on PowerPoint, Outlook and Excel.
  • Financial management experience – able to manage budget reports and analyze actual performance vs planned performance.
  • Strong oral and written communication skills.  Able to take detailed notes, conduct a discussion, follow up with stakeholder for project status and deliverables.
  • Sound time management, the ability to multiple tasks based and set priorities.
  • Able to maintain DOD CAC and NMCI email account with GOV provided asset.
  • Comfortable leveraging modern technology and able to telework using remote communications.

Desired Experience

  • Experience with Navy ships or maintaining ship systems. Former government service/contractors with Navy shipboard maintenance and Machalt experience are encouraged to apply.
  • Familiarity with Navy IT systems such as NDE and NMCI.
  • Advanced skills with Microsoft Office suite of tools (notably Excel and PowerPoint).
  • Engineering Officer of the Watch (EOOW) Engineering Duty Officer (EDO) Qualifications.
  • Experience working in NAVSEA is a plus
  • Navy or relatable systems management experience desired.
  • Able to assimilate MS Teams, MS Sharepoint and various collaborative tools*Must have an active DoD
