Position Description

Provides the OUSD (R&E) with mission engineering, analysis, and integration expertise to produce objective insights and analytic justification to inform future technology and capability investment decisions within the Planning, Programming, and Budgeting Execution (PPBE) process. Leads a team in constructing, managing, and conducting discrete mission engineering and analysis study tasks to evaluate the efficacy of legacy architectures and new technologies and capabilities applied in new mission concepts of employment to meet evolving joint mission objectives. These analytical products from these studies will inform the Planning, Programming, and Budgeting Execution (PPBE) process; aid in the prioritization of requirements within Joint Capabilities Integration and Development System (JCIDS); and facilitate the delivery of modernized capabilities to support future Joint Warfighting Concepts.


Duties will include:

  • Leading a team of analysts, engineers, and modelers when conducting a 6-month study on either: 1) the enabling technologies to facilitate Zero-Trust Architectures implementation into the Joint All Domain Command and Control (JADC2) concept, 2) the methods and tools for adjudicating All-Domain Effects in Wargames, Operational Analysis and Operational Planning at the combatant command level, and/or the efficacy of swarming utilizing autonomous systems
  • Developing a study plan which identifies the needed resources (personnel, modeling tools, etc.) to execute the plan, socialize the study with stakeholders, execute the study, and author the study final report
  • Leading the planning and execution of complex mission and systems analysis efforts
  • Applying mature judgement to advise senior government personnel
  • Applying technologies; system capabilities, performance, and/or operations related to one or more of the following areas: Joint force application and integration; land, sea, air, and space platforms; offensive, defensive, kinetic and directed energy weapons from all domains; Sensors for ISR and fire control; cyberwarfare; communication networks; electromagnetic spectrum management – to include electronic warfare and 5G; automation applications; command, control, and battle management; and/or fires – close air support, long range fires, targeting, air and missile defense
  • Supporting engagements and integration of mission engineering activities across a range of OUSD(R&E), Joint Staff, DoD, and Federally Funded Research and Development Center (FFRDC) stakeholders. Integration activities involve: reviewing stakeholder artifacts and staff packages, meeting preparation for government officials, participating and representing OUSD(R&E) interests in meetings, monitoring and reporting on external activities, sharing USD(R&E) mission engineering products, integrating plans, and soliciting input for USD(R&E) mission engineering activities
  • Supporting the Joint Capabilities Integration and Development System (JCIDS) by reviewing Capability Based Assessments & capability requirement documents, participating in Joint Staff working groups, and preparing OUSD(R&E) principals for data driven decision meetings. Working with the Services and COCOMs to understand integrated priority lists
  • Supporting the development of joint Concepts of Operations (CONOPs)/Concepts of Employment (CONEMPS) by participating in Wargaming, Tabletop Exercises, and workshops; assisting with scenario development and technology/capability content; and attending exercises to inform plans and strategies that will inform mission engineering analysis
  • Supporting engagement and integration of mission engineering activities across a range of stakeholders and customers. These forums will include OUSD(R&E) industry engagements and conferences / symposium to discuss mission engineering
  • Supporting the OUSD(R&E) modernization area Assistant Directors to help develop their technology roadmaps to fill warfighter capability gaps
  • Evaluating the efficacy of legacy architectures and new technologies in new mission concepts of employment to meet evolving joint mission objectives
  • Interfacing with Joint Staff, Services, and warfighters to coordinate engineering and analysis needs and analytic results is highly desired
  • Working on Major Defense Acquisition Program in a government program office or industry


  • An active TS/SCI security clearance
  • Master's degree in engineering is required
  • Twenty (20) years of DoD experience in engineering
  • Developing system solutions to complex and challenging DoD problems
  • Experience leading Systems Engineering (SE) tasks including Technology Analysis and Assessment, System Definition, Systems Analysis, Systems Architecture development and architecture products for Systems of Systems (SoS), kill chain analysis, SE trade-space and analysis to define capability gaps, Modeling and Simulation activities for mission improvement, and Logistics support of Department of Defense (DoD) systems
  • Applying critical thinking to prepare written reports and presentations for senior-level officials. Excellent interpersonal and communication (oral and writing) skills
