Mid-Level Navy Foreign Military Sales Logistics Analyst

Serco will provide technical support to its customer, a defense acquisition program management office which is responsible for the development, acquisition, production, fielding, and lifetime support of critical Navy systems in support of international partner Navies as part of the Foreign Military Sales (FMS) program.  This mid-level position will have aspects of FMS case management, defense acquisition logistics management, performance-based logistics, configuration management, government-furnished material management, training support, and related skills across all aspects of integrated logistics support.

In this role you will:

  • Contribute to the support of the FMS Total Package Approach (TPA) to achieve logistics supportability objectives, including but not limited to, logistics interface with technology insertions, new development/major upgrades, life cycle support, configuration data management, Reliability, Maintainability and Availability (RM&A), and data management
  • Works with DoD, field activities, and various vendors/PARMs to develop, identify, locate, support, acquire, and manage country-specific logistics requirements.
  • Be experienced in principles of integrated logistics support (ILS) and work in a team in applying your knowledge and expertise supporting assigned programs throughout their life cycles.
  • Be knowledgeable in the defense acquisition process and areas related to integrated logistics support and best practices including Performance-Based Logistics and be able to apply that knowledge to real programs.
  • Be familiar with new acquisition practices such as rapid acquisition, DEV/SEC/OPS, and use of collaboration tools and how these advances impact integrated logistics support in a program management office.
  • Maintain configuration data management databases for COSAL/COSMAL development. Interface with NAVSUP for COSAL/COSMAL incremental/load COSAL products.
  • Support program office tasking related to providing logistics support to Naval systems. Work will require collaboration with staff from the program office, other contractors, system developer/manufacturer, and government field activities.
  • Help to manage schedules and plans of action related to logistics support. Support the government and contractor team in the execution of program reviews, management of budgets, and coordination with logistics support organizations on behalf of the program office.
  • Support government managers in ILS and management activities related to development, production, and support of Navy systems. Assist in team management of projects, tracking progress against schedules, coordinating accomplishment of actions, coordinating the development of proposed solutions to issues, supporting meetings, and providing analysis of logistics support processes and progress on behalf of the government program management office.
  • Provide guidance to less experienced team members and work as a team to most-effectively accomplishing program office tasking.
  • Perform additional duties and responsibilities as assigned.


To be successful in this role, you will have:

  • Knowledge of FMS and the FMS Case writing process.
  • Experience using DSAMS.
  • Knowledge of integrated logistic support elements, principles, and practices in an acquisition program office context.
  • Bachelor's degree plus 5 years of related experience.
  • Well-developed team communication, presentation, and interpersonal skills.
  • Proficiency in Microsoft Office suite programs, MS Word, Excel, and PowerPoint.
  • Must be a U.S. Citizen
  • A current or active DoD Secret Security Clearance or must be able to obtain and maintain a DoD Secret Security Clearance.

Additional desired experience and skills:

  • It is not expected that you will have experience in all the responsibilities listed above at time of hire but will have a background that supports quickly taking on some or all of these roles under the guidance of a more experienced team member.
  • Work experience may be adjusted based on an advanced degree. Degree requirements may be adjusted based on additional related experience, highly specialized knowledge, or uniquely applicable experience.
  • Experience in collaboration tools such as SharePoint or Teams is desired.
  • Experience in one or more logistics support areas such as configuration management, training support, manpower support, property/GFE management, Performance Based Logistics, supportability, maintenance management, technical data/documentation, supply support/supply chain management, transportation, etc. is desired.
