Senior Navy Acquisition Logistics Analyst

Serco will provide management support in the area of logistics to its customer, a defense acquisition program management office which is responsible for the development, acquisition, production, fielding, and lifetime support of critical Navy systems in support of international partner Navies as part of the Foreign Military Sales (FMS) program.  This senior-level position will have aspects of defense acquisition logistics management, performance-based logistics, configuration management, government-furnished material management, training support, and related skills across all aspects of integrated logistics support.


In this role you will:


  • Contribute to the support of the Foreign Military Sales (FMS) Total Package Approach (TPA) to achieve logistics supportability objectives, including but not limited to, logistics interface with technology insertions, new development/major upgrades, life cycle support, configuration data management, Reliability, Maintainability and Availability (RM&A), and data management
  • Be the recognized authority in the principles of integrated logistics support (ILS) and lead a team in applying your knowledge and expertise in ILS to specified programs throughout their life cycles.
  • Be well-versed in the defense acquisition process and areas related to integrated logistics support and best practices including Performance-Based Logistics.
  • Be familiar with how logistics support is impacted and can be improved in light of new acquisition practices such as rapid acquisition, DEV/SEC/OPS, use of collaboration tools, and data analytics.
  • Work with the technical, FMS Case Management, logistics support, and financial teams, use your knowledge of the Defense Security Assistance Management System (DSAMS) to build Letter of Offer and Acceptance (LOA) and to manage FMS Cases through their lifecycle.
  • Manage schedules and plans of action related to ILS in system acquisition. Support may include program and milestone reviews, logistics element budget management, and coordination with logistics support organizations on behalf of the program office.
  • Execute and lead program office tasking related to supporting complex Naval systems. Work will require coordinating and collaboration with staff from the program office, other contractors, system developer/manufacturer, and government field activities.
  • Support senior government personnel and project managers in ILS and management activities related to development, production, and support of Navy systems. Assist in program office management of projects, tracking progress against schedules, driving, and coordinating accomplishment of actions, coordinating the development of proposed solutions to issues, supporting meetings, and providing analysis of logistics support processes and progress on behalf of the government program management office.
  • Provide immediate supervision and guidance to less experienced team members and help guide your integrated team to accomplish program office tasking most-effectively.
  • Perform additional duties and responsibilities as assigned.


To be successful in this role, you will have:

  • Knowledge of integrated logistic support elements, principles, and practices in an acquisition program office context.
  • Bachelor's degree plus 12+ years of related experience.
  • Knowledge of FMS and the FMS Case writing process.
  • Experience using DSAMS.
  • Advanced internal team communication, presentation, leadership, and interpersonal skills.
  • Proficiency in Microsoft Office suite programs, MS Word, Excel, and PowerPoint.
  • Must be a U.S. Citizen.
  • A current or active DoD Secret Security Clearance or must be able to obtain and maintain a DoD Secret Security Clearance.

Additional desired experience and skills:

  • Work experience may be adjusted based on an advanced degree. Degree requirements may be adjusted based on additional related experience, highly specialized knowledge, or uniquely applicable experience.
  • Previous government program office experience in desired.
  • Experience in several logistics support areas such as configuration management, training support, manpower support, property/GFE management, Performance Based Logistics, supportability, maintenance management, technical data/documentation, supply support/supply chain management, transportation, etc. and the ability to broaden your logistics support skillset into additional areas is desired.
