Position Description

Are you in search of an opportunity that will provide great reward? Serco’s Maritime Engineering, Technology and Sustainment (METS) business unit may be the place for you!  We are seeking a Naval Autonomous Systems Program Mananager in our Stennis Space, Mississippi locaton.

 

Serco Inc. intends to grow business in AMS market areas in Stennis, resulting in the near-term establishment of an onsite staff group with strong ties to the Navy AMS customers located at the Naval Oceanographic Office (NAVO) with desired future expansion to other areas onsite Stennis. Position will be the business leader in establishing this Gulf Coast region’s AMS group, and has the advantage of reach back to an initial foothold with current AMS work based out of Panama City, FL and other activities sourced out of other geographic regions.

 

Our management staff includes Ephraim McGhee, Sr. Program Manager/Site Lead with over 13 years of DoD contracting/oil and gas industry experience and Matthew Hendrix, Operational  Manager (US Army Ret.) with over 23 years of military and industry experience. We welcome talent with skillsets in the platforms we specialize in to provide unique service offerings to our warfighters as they develop, test, and implement autonomous systems to meet critical mission objectives.

 

Under limited direction, oversees and manages a developed portfolio of Autonomous Maritime System (AMS) programs in the Stennis Space Center, MS and Gulf Coast geographic region.  Manages AMS programs to meet the objectives established by the contract underlying the program and is accountable for the performance and profitability. Position will also provide work leadership to company, subcontractor, and vendor teams. Long-range financial forecast is expectation for stable growth with projected incremental sales increases.

 

 

In this role, you will:

  • Responsible for building a business area, to operate independently with initiative, with remote guidance and support. This billet must be tactful and careful in dealing with both customers and staff.
  • An engineering background is desired, in a discipline with application to AMS, needing a broad mastery of technologies involved in AMS. They also need a background showing at least an early capability in leadership.Dev
  • Develops new business or expands business with the customer.  Coordinates preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract.  Participates in negotiating contract and contract changes.
  • Acts as primary customer contact for program activities.  Regularly meets with and updates the customer on project status.  Leads program review sessions with customer to discuss cost, schedule, and technical performance.
  • Manages programs to expand Serco’s participation, anticipating and meeting customer needs; directs the tactical activities of the program including, but not limited to, engineering, finance and operations with the objective of maximizing growth and profitability. 
  • Onsite duties may include, but are not limited to: direct support of onsite customer representatives, management of Serco work teams and subcontractor teams, management of local resources in support of testing and evaluation environments, onsite logistics support of personnel and equipment, and ability to effectively meet rapid requirements needs that emerge while onsite.
  • Under guidance of division policy, operates sound, responsive and accurate financial management and reporting systems, budgeting and financial analysis, and responsive systems that satisfy the obligations of the program to its customers, as well as legal and regulatory compliance.
  • Reviews status of projects and budgets.  Manages schedules and assists with preparation of status reports.  Develops mechanisms for monitoring project progress and for intervening and problem solving with Serco and customer management to meet productivity, quality, and customer-satisfaction goals and objectives.
  • Must possess ability to travel for extended periods to manage offsite program and business development activities.
  • Performs additional duties and responsibilities as assigned by upper management.

Qualifications

To be successful in this role, you will have:

  • Bachelor’s degree in related field with a minimum of 6 years professional experience in program management. 12+ years of relevant professional experience will be considered in lieu of degree. 7+ years in DoD/Navy program management is HIGHLY preferred.
  • An active DoD security clearance is required.
  • Candidates must be local or willing to relocate to the Stennis Space Center Area.
  • PMP certification is preferred.
  • Familiarity with Autonomous Systems is HIGHLY desired.

Knowledge, Skills, Abilities:

  • Knowledge of government contracting environment, management/business plans and program reporting.
  • Excellent communication, presentation and interpersonal skills.
  • Background in leadership, problem solving, and conflict resolution is desired.
  • Strong customer service orientation.
  • Effective organization skills.
  • Strong computer skills, MS Office Suite prior experience required.
