Position Description

Serco is seeking a Military Analyst to assist on projects that are related to Naval operations and planning and help in developing problem resolution options based on knowledge of the situation to develop viable options.


You will be a part of a nice size team that works closely with our Customer and other Serco teams to deliver quality systems. Bernerd Zwahlen has led this team for more than 5 years; he possesses 20 years of experience supporting shipyard modernization; and is a Navy veteran. This team has been recognized by the Navy and the industry for their outstanding contributions to the contract and program.


The Military Analyst  Utilizes effective concepts and principles in the performance of conducting Duration Analysis by analyzing maintenance and modernization impacts to shipboard availabilities, Strategic Integrated Scheduling Review (SISR), and Availability Duration Scorecard (ADS) Metrics.  Is well versed in day-to-day Navy business and risk management operations, this can specifically look like shipboard maintenance and modernization, full life cycle knowledge, or contract and procurement experience.  Anticipates future requirements from customers and develops new breakouts of how to look at, improve upon, and enhance feedback for customers.  Assesses and recommends the feasibility of proposed approaches to solve problems.  


In this role, you :

  • Provide guidance recommendations to government senior level staff.
  • Apply operational background and experience gained from military service and/or leadership roles during joint and combined operations at tactical, operational and strategic levels to solve current and/or future mission needs or to correct problem areas.
  • Initiate and develop operational ideas in Duration Analysis, Strategic Integrated Scheduling Review, and Availability Duration Scorecard Metrics.
  • Lead and/or participate on the required approach to proactively identify, assess, monitor, and manage risks within the surface fleet enterprise and develop strategies for effective mitigation, avoidance, transfer, or acceptance as appropriate. Obtain status updates on risks, issues, and action items to ensure risks/issues are being mitigated and action items are being addressed.
  • Lead and/or participate in working groups, program development forums, analytical activities, readiness exercises, training, education and other forums as required to accomplish contract requirements.
  • Monitor standards for the quality of programs and documents. Assist in the resolution of project and program priorities.  Assure quality control throughout all contract activities.
  • Demonstrate excellent presentation skills and develop briefings, documents, papers, conceptual, and analytical reports for clients.
  • May provide direction, training, and assistance to other project staff.
  • Perform additional duties and responsibilities as assigned.


To be successful in this role, you will have:

  • An Active DoD Govt Issued Secret Clearance is required.
  • A Bachelor’s degree plus 2 years directly relevant work experience, supporting the Navy, is required.
    • In some cases, educational requirements may be adjusted or waived for more than 5 years applicable work experience.
    • Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

Additional desired experience and skills:

  • Computer literate and proficiency in Microsoft applications (specifically Excel)
  • Prior or current experience with analytical platforms as bonus (Tableau, R and Python, etc.)
  • Excellent communication, interpersonal, and presentation skills.
  • Professionalism with all members of the Surface Ship community (whether in-person or on-line communications).
  • Willingness to learn processes and or ability to make Process Improvements.
