Position Description

This Mid-Level Cybersecurity Engineer/Analyst role will be part of a dynamic team supporting major systems acquisition, research and engineering on behalf of the Office of the Secretary of Defense at the Pentagon and Mark Center offices in nearby Alexandria, Virginia. Serco has engineering and program management contracts supporting the Office of the Under Secretary of Defense for Research and Engineering (USD R&E). This position involves supporting the Office of Strategic Technology Protection and Exploitation (STP&E) within Office of the Under Secretary of Defense for Research and Engineering (USD R&E) to promote and protect technology advantage and counter unwanted technology transfer to ensure warfighter dominance through superior, assured, and resilient systems, and a healthy viable national security innovation base.


You will be part of a team responsible for highly consequential engagements with stakeholders impacting national security and the defense capabilities of the United States. You will work closely with customers and other Serco teams to deliver quality solutions recognized by DoD and industry as outstanding contributions in engineering program and risk management across the Defense enterprise.


In this role, you will:

  • Provide System Security Engineering (SSE) and Technology and Program Protection (T&PP) support to Major Defense Acquisition Programs executing the DoD Adaptive Acquisition Framework (AAF)
  • Work with assigned programs to identify/implement the appropriate mix of measures to protect the program and system information, components, and technologies from the known security threats and attacks across the acquisition life cycle; This planning is then documented statutory Program Protection Plans (PPPs) to support acquisition milestones; Participate in program meetings and design reviews
  • Conduct technology and program protection technical risk and vulnerability assessments of acquisition programs and review and approval of Program Protection Plans (PPP); These assessments will include recommendations to ensure that PPPs are technically, programmatically executable, and that technical risks are identified/mitigated
  • Prepare decision-makers for meetings and conferences
  • Apply program experiences to support the planning, development, updating, implementation, and application of Technology and Program Protection, and Cyber Policy, Acquisition Regulations, Guidance and Standards related to DoDI 5000.83, Technology and Program Protection to Maintain Technology Advantage, the DoD 5000 series Adaptive Acquisition Framework, and related government wide policies, regulations, and law
  • Work with the organization’s counterparts within the Office of Secretary of Defense (OSD) efforts, Army, Navy, Air Force, and defense agency staffs on SSE and T&PP initiatives
  • Support training, knowledge management, outreach activities, and workforce development activities. Develop/maintain the Cyber Resilient Weapon Systems Body of Knowledge (CRWS BoK) website
  • Support the advancement of the application of software assurance (SwA) for DoD military systems. Efforts include the SwA Community of Practice (CoP) and the Joint Federated Assurance Center
  • Develop and/or review policy and guidance documents related to Supply Chain Risk Management (SCRM), Hardware Assurance (HwA), and Anti-Tamper (AT) to include defense exportability


To be successful in this position, you will have:

  • Active DoD Secret clearance
  • Bachelor's degree
  • 10-15 years of work experience
  • Senior level program protection and cybersecurity experience
  • An understanding of the system security engineering specialties requirements and design criteria (systems engineering specialties, supply chain, cybersecurity, hardware assurance, anti-tamper, software assurance, and defense exportability)
  • An understanding of the threats and vulnerabilities associated with Information (program and system information), Technology (CPI), and Components (mission-critical functionality) as well as key protection activities
  • Experience with DoD environment to include a comprehensive understanding of DoD acquisition and system security engineering policies
  • Strong knowledge of the DoD weapon system acquisition and Systems Engineering processes defined in DoD policy and guidance
  • Knowledge obtained through a combination of formal training and job experiences related to at least one of the following domain areas: Ships and Submarines; Rotary Wing and Unmanned Aircraft System (UAS); Fixed Wing; Land Combat; C2ISR; Missiles and Missile Defense; Space; and Communications
  • Experience and understanding of System Security Engineering Policy and guidance.
  • Excellent interpersonal and communication (oral and writing) skills. The ability to use critical thinking to prepare written reports and presentations for senior-level officials
  • Demonstrated strong knowledge of Excel and PowerPoint software applications
  • Past military experience or military acquisition system experience is a plus

Desirable qualifications include:

  • DoD Top Secret (TS) clearance
  • Master’s degree
