Position Description

Supports the development, operation, and maintenance of U.S. Navy shipboard systems.  Assists with the processes and methodologies to ensure the successful integration of all Hull Mechanical and Electrical systems installed onboard U.S. Naval Ships.  Supports senior technical personnel and project managers within own organization in various technical activities related to shipboard system and technical product development in support of Naval Sea Systems Command (NAVSEA).  Position is located at Washington Navy Yard, Washington, DC.


Duties and Responsibilities:

  • Provide technical support for Hull and Mechanical systems.  Assist in writing technical documents and reports on shipboard Hull, Mechanical and Electrical Systems.  Performs basic engineering work in analysis, development, evaluation, and planning.
  • Duties include the collection of information and data, gather technical specifications and analyze test data of navy engineering systems, and engineering computations, measurements and analyses. Exhibit the ability to independently perform basic data validation and troubleshooting. Reviews proposed ship configuration changes and provides recommendations.
  • Must be able to interact independently with customers and will provide input to project managers on programmatic and technical deliverables under the guidance of more senior technical personnel.
  • Comply with applicable quality and security procedures in the performance of duties.
  • Provides recommendations to improve existing quality systems and applicable procedures and guidelines.
  • Reviews proposed ship configuration changes and provides recommendations.

Specific Responsibilities may include but not limited to:

  • Research technical problems with Navy hull, machinery & electrical systems and provide recommendations for corrective actions in accordance with Navy guidance and policy.
  • Review technical drawings, schematics, policies, procedures related U.S. Navy ship systems.
  • Research and analyze systemic problems recommending possible solutions based on experience and documentation.
  • Research and analyze Ship's Change Documents (SCD) for technical accuracy and completeness.  Ensure the smooth integration of new Navy Ship's systems and equipment by coordinating the SCD review process between all cognizant parties in the Navy technical community to include, SEA21, PMS400, PMS470, SEA05, SURFMEPP and NAVSSES. 
  • Research and prepare class advisories for all classes surface ships.
  • Respond to emergent fleet technical requirements.
  • Monitor and analyze departure from specifications and integrated class maintenance plan.



  • A U.S. DoD Issued Secret Clearance is required.
  • Bachelors degree plus 4-7 years of relevant work experience.
    • Degree must be in Engineering or science.  Educational requirements may be adjusted or waived for over 10 years work experience in maintaining and repairing shipboard electrical equipment.
  • Former U.S. Navy GSE/EM/EN/MM encouraged to apply.
    Familiarity with existing Navy policies and operational procedures such as OPNAV, SURFOR, and NAVSEA instructions, Naval Ships Technical Manuals, and Engineering Operational Sequencing System is highly desirable.
  • Must be able to work both in teams and independently.
  • This position requires regular, direct, point-to-point client interface, excellent client-relationship development and management skills, and an outstanding ability to simultaneously manage multiple high visibility efforts, respond to emerging issues, and guide the clients to foresee, pursue, and achieve significant U.S. Navy ship systems maintenance and modernization results.

Knowledge, Skills, Abilities:

  • Direct client-facing contracting and/or consulting experience is required; direct client-facing contracting and/or consulting experience with senior level Navy and civilian leadership is highly desirable.
  • Experience working in politically dynamic/charged environment is of significant advantage and will be a distinct benefit to the successful applicant.
  • Excellent communication skills (written, oral, and presentation) are required.
  • Willingness to regularly work challenging projects that require bridge-building, strategy development and execution, change management, milestone conformance, and waterfront community stakeholder analysis to maximize support provided to the surface force is critical.
  • Expertise/Proficiency in Microsoft Office Suite required.
