Position Description

If you love high profile and challenging training analysis and planning supporting the US Navy- Serco has a great opportunity for you! This Senior Navy Training Analyst will support the Amphibious Programs for NAVSEA to ensure the best training is available to our sailors.  This will include liaison with the various Program Executive Office staff, related to training system analysis, development and delivery. Duties and Responsibilities

  • Support PMS 339 Surface Training Systems Program Office in planning, developing, and documenting Manpower, Personnel and Training (MPT) Requirements for Navy Surface Ship Programs in the Readiness and Acquisition division. Support the analysis of LHA, LHD, LPD, ESB, LAW, LCU, LCAC and SSC MPT requirements for Ship modernization and advising leadership on program, product, or project strategies pertaining to program cost, schedule, and performance; applying systems acquisition processes, policies, procedures, and practices pertaining to cost, schedule, and technical assessments of acquisition programs; providing oversight of all acquisition, contracting and finance activities within the organization. Establish close working relationships with developing NAVSEA Warfare Centers and Learning Centers.
  • Responsible for performing program management activities including developing analyses and evaluating established programs, policies, procedures and identifying lessons learned and best practices for future program improvements. Interface with multiple afloat/ashore activities, program offices, Learning/Warfare Centers, Resource Sponsors, Shipbuilders, Ships Force (SF) crews, Maintenance Centers, Detailers, Subject Matter Experts (SME), and developers to advocate PMS 339 core competencies and execute mission. Regularly collaborate with outside Surface Navy Program Offices, In-Service Engineering Agents, Participating Managers (PARMs), Program Managers, and industry subject matter experts to support overall MPT requirements for modernization and acquisition.
  • Leads and/or participates in Training Working Groups, Bi-Weekly Status Reviews, conferences, and technical exchanges with NAVSEA PMS 317, 339, 377, and 385 contributing personal fleet experience and Subject Matter Expertise (SME) to address and resolve issues associated with project sub-systems, resources, capabilities, and usage.
  • Evaluate Navy Training System Plans (NTSPs) and Front-End Analysis (FEA) and Training Requirements Planning documents in support of new development acquisition as required by OPNAV Instruction 1500.76C.
  • Develop description and scope of interim and lifecycle training courses.  Collaborate with cross-departmental representatives for concurrence on training plan development.
  • Function as a Team Player, always ready and able to attend meetings and briefings to take notes and collaborate on the Program Manager's behalf. Act as an action item coordination (both tracking and follow-up). 
  • Perform additional duties and responsibilities as assigned.


Education and Experience:

  • Bachelor’s degree in engineering or a related scientific discipline plus 8 years directly relevant work experience. Master’s degree plus 6 years directly relevant work experience or doctorate plus 3 years of directly relevant work experience.
    • In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience.
    • Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

Required Experience:

  • An Active Secret Clearance is required at time of application.
  • US Navy shipboard experience and technical knowledge sufficient to understand alterations being planned, and the impact of those alterations to Ship’s Force and operations.

  • Operational fleet and Navy Training experience. Former Navy Instructor highly desired. 

  • Expertise in Microsoft applications, especially PowerPoint, Word and Excel.
  • Intermediate Mircrosft Excel Skills are required including: VLOOKUP, IF, IS, Pivot Tables, Programming, VBA, Macros. 
  • Excellent communication, interpersonal and presentation skills.
