Assisted Voluntary Returns (AVR) are an indispensable part of a comprehensive Canada Border Services Agency (CBSA) removals program and are aimed at providing a humane and orderly return for failed asylum claimants to their countries of origin.
The successful implementation of an AVR program requires the cooperation and participation of a broad range of actors, including the foreign national, the Canadian and foreign governments, transit countries, destination countries / country of origin, domestic and international social services organizations, and local service providers based in foreign countries.Success of the pilot project will inform future program changes or expansion to other CBSA regions.
As the Program Manager, you will lead a multi-disciplinary team that works closely with the CBSA, local social services partners, and in-country support agencies to facilitate preparation, travel, resettlement, social services and financial supports.
Your work is focused in the GTA but communications and liaison with international partners will be vital to ensure that expected standards and outcomes are met. You will lead resolution of any problems or concerns.
As the contractor Program Manager for the Assisted Voluntary Return Pilot Project (AVRPP) in the Greater Toronto Area (GTA), you will lead a team that will assist and support foreign nationals (FN) referred by Canada Border Services Agency (CBSA) who have elected to voluntarily return to their country of origin and plan social services and financial supports to enable safe and successful resettlement.
In this role, you will:
· Build and maintain key relationships with CBSA and community groups that will ensure success of AVR services.
· Take responsibility for all performance and financial accountabilities.
· Oversee overall service delivery and team performance:
· Conduct monthly performance reviews and attend monthly program delivery and evaluation meetings with CBSA representatives.
· Identify and implement opportunities to improve contract performance; establish goals to address under-performance; develop and monitor performance improvement plans.
· Identify and report on risks and issues as appropriate, and lead on resolution of operational, contractual and performance issues as they arise.
· Build effective and productive relationships with partners based on three key factors for success: mutual trust and understanding, openness and excellent communications, and a joint approach to managing delivery.
· Establish a collaborative working environment among all stakeholders to facilitate partnership working and high levels of motivation, innovation, and communication.
· Undertake such additional duties as may be reasonably required, commensurate with the level of responsibility within the area.
