Serco is actively recruiting for a senior-level Program Manager for work in the area of Ship Construction Support for Navy Submarines.  This position provides contractor technical support services for the VIRGINIA (SSN 774) Class Submarine Program Management Office (PMS450) in support of the Ship Construction Division (PMS450C).   This position is based in Washington, DC 20003 


Team Submarine’s Submarine Program Offices are responsible for:


The acquisition of New Construction Submarines and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E), Live Fire Test and Evaluation (LFT&E), and Fleet introduction of the U.S. Navy’s newest class of nuclear attack submarines. The program is a major defense acquisition program with a total life cycle cost of approximately $336B. Additionally, successful improvement of the Class' capabilities is of significant political importance with Congress and the Office of the Secretary of Defense (OSD).

Serco supports the US Navy as a prime for their Team Submarine SHAPM contract supporting the acquisition of submarines. The Team Submarine concept unifies once diverse submarine-related activities into a single submarine-centric organization with the goal of eliminating traditional stovepipe structures and processes that created impediments and inefficiencies in the submarine research, development, acquisition, and maintenance communities. Team Submarine provides improved communication among the various offices that contribute to the overall success of the United States Submarine Force.

Serco-NA is seeking a motivated individual to provide programmatic support to one of our NAVSEA customers.  Serco-NA has an opening for a Management Analyst with submarine expertise to support an active contract with the U.S. Navy iin the Washington, DC area.


Duties in the area of Ship Construction support include:

  1. Advise the PCO, Engineer, and EDMC, and act as a liaison between the Pre-Commissioning Unit (PCU) and shipbuilders to resolve issues that have the potential to delay timely delivery and support a more proficient crew.
  2. Provides senior functional and advisory role to engineering staff of New Construction VIRGINIA Class Submarines leveraging prior experience and familiarity with submarine new construction from shipbuilder, Supervisor of Shipbuilding, and PCU perspectives.
  3. Provides PCU Command contextual experience to senior engineering personnel and senior level program management in PMS450.
  4. Reviews shipbuilder activities ensuring support of PCU Engineering Department training and integration is properly accounted for and sequenced.
  5. Provides general program support, including briefings, graphic work, visual presentation, word processing and responding to NAVSEA requirements.

Physical Demands:

  1. Requires the ability to move in and around submarines to conduct visits with PCU leadership.
  2. Requires 20% travel.

General Duties

The Management Analyst will be the primary customer contact for all activities, regularly meeting with and updating the customer on project status.

The Management Analyst will lead program review sessions with customer to discuss cost, schedule, and technical performance.

The Management Analyst shall provide acquisition management planning and execution support

The Management Analyst will be the single point of contact on all contract management support related issues, including required reports and presentations responsible for quality control and timeliness.

The Management Analyst shall provide financial and management support to assist in budget development for the contract


Additional responsibilities for the Management Analyst include but are not limited to:


Delivering the technical performance within cost and schedule parameter through completion of the contract.

Managing the technical and administrative staff and providing ongoing direction in the performance of the assigned program.

Developing and monitoring program plan including time and cost estimates, ensuring delivery of project outputs on schedule and within funding.

Leading technical discussions for project reviews, including preparing and delivering formal briefings.

Performs additional duties and responsibilities as assigned.


Education and required/Preferred Experience:

Required: A Secret clearance and U.S. Citizenship.

Knowledge Required by the Position:

  1. Professional firsthand knowledge and technical expertise with submarine new construction.
  2. Professional firsthand experience as an Engineering Department senior Enlisted leader of a new construction submarine.
  3. Professional knowledge and technical experience with submarine Supervisors of Shipbuilding, PCU ISICs, and TYCOM representatives supporting new construction.
  4. Professional knowledge and technical expertise with PCU preparations.
  5. Proficiency in Microsoft Office products (Word, Excel, PowerPoint, Project, Outlook).

Knowledge Desired by the Position:

  1. Submarine senior Enlisted nuclear engineering experience.

Required: Bachelor's or Advanced level degree in a business or technical field.

Written communication skills (e.g. drafting program impact statements and Congressional Appeals)

Required: 10 or more years experience in engineering/science management, operations research analysis, financial/cost analysis, or a relevant field.

10 or more years of experience with Navy acquisition and/or In-Service Programs.

Experience leading a project and interfacing with an end item customer.

Active Duty Experience in the submarine service is a plus.

Recent experience in Team Submarine would be ideal.
