Team Submarine’s Submarine Program Offices are responsible for:

The acquisition of the OHIO Class replacement and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E) and Live Fire Test and Evaluation (LFT&E) of the COLUMBIA Class. The program is a major defense acquisition program and is of significant political importance with Congress and the Office of the Secretary of Defense (OSD).

 

The acquisition of New Construction Submarines and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E), Live Fire Test and Evaluation (LFT&E), and Fleet introduction of the U.S. Navy’s newest class of nuclear attack submarines. The program is a major defense acquisition program with a total life cycle cost of approximately $336B. Additionally, successful improvement of the Class' capabilities is of significant political importance with Congress and the Office of the Secretary of Defense (OSD).

The SSN(X) Office is responsible for the acquisition and design of the future fast attack submarine and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E) and Live Fire Test and Evaluation (LFT&E) of the future submarine. The future Attack Submarine will be designed to retain multi-mission capability and sustained combat presence in denied waters with a focus on greater speed, stealth, and horizontal payloads and salvo rates.

Serco supports the US Navy as a prime for their Team Submarine contract supporting the acquisition of submarines. The Team Submarine concept unifies once diverse submarine-related activities into a single submarine-centric organization with the goal of eliminating traditional stovepipe structures and processes that created impediments and inefficiencies in the submarine research, development, acquisition, and maintenance communities. Team Submarine provides improved communication among the various offices that contribute to the overall success of the United States Submarine Force.

Serco-NA is seeking a motivated individual to provide Manpower and Training (MPT) programmatic support to PMS 397.  Serco-NA has an opening for a Management Analyst with submarine MPT expertise to support an active contract with the U.S. Navy in the Washington, DC area.

 

General Duties

  • Support of the CLB MP&T APM, primarily in the manpower and financial areas
  • Provide reasoned and experienced advice on all matters of training, manpower, personnel, and general program management of same
  • Contacts within the Navy manpower and personnel areas, training areas, to support the APM
  • Support towards POM inputs for future funding
  • Support towards creative solutions to training needs beyond the norm as it has been performed in the past (innovation to improve training effectiveness)
  • Support in coordination with OPNAV and MILPERS on executing manpower and funding issues
  • Support for weekly sync meetings with MP&T leadership (including Submarine Learning Center, NAWC TSD, UWS TR, NSWCDD support ((government and contract support), and PMS 397 leadership). Ideal candidate would be able to stand in for APM when required (lead the team in the absence of the APM).
  • Support for monthly coordination with UWS TR for long-range planning and short-term solution/status
  • Attend and/or support semi-annual meeting with Submarine Force Training Committee (O6-level meeting on steering the submarine training community requirements and priorities)
  • Attend and/or support semi-annual Team Trainer Design Review Group (working-level meeting on generation and status of team training devices)
  • Attend and/or support SSP annual training meeting
  • Attend and support monthly FEA status meetings with TYCOM, OPNAV N97, and NAWCTSD
  • Support towards the implementation of purpose-built custom software for automated generation of manpower documents (PSMD/CPP/CSPP), training documents (NTSP), and program management (schedules, dashboards, etc.)
  • Support to Facilities area (Trident Training Facility MILCON, trainer installation processes)
  • Attend and support quarterly Manpower and Training Assessment Committee (MTAC) meetings – run and co-chaired by PMS397 MP&T APM (with OPNAV N97) to provide the Submarine Training Community status of all solutions to manpower and training needs for CLB
  • Attend, support and potential lead (as required) quarterly MP&T/Platform Training Systems (PTS) Process Integration Team (PIT) meetings. MPT PTS PIT meetings are between PMS397 and GDEB, with each area co-chaired by the APM of the area and the GDEB counterpart.  These are status and planning discussions on contracted work towards production of the CLB class Key Performance Parameters.
  • Support towards a first-of-a-kind plan to utilize Program processes to establish Trident Refit Facility personnel with training on CLB-unique maintenance needs
  • Attend and/or support semi-annual C4I Submarine Training Advisory Group meetings support
  • Support towards housing solutions for unaccompanied Sailors at GDEB during pre-commissioning and full crew during PSA
  • Support to provide solutions to the Pre-Deployment Training Buildings at each Trident site (Kings Bay, GA and Bangor, WA) for CLB-unique technology inputs
  • Support towards managing and tracking a first-person virtual environment for familiarization, operations, and maintenance training

 

Qualifications

Education and required/Preferred Experience:

  • Required: A Secret clearance and U.S. Citizenship is required for consideration
  • Required: Bachelor's degree. eight+ years of experience supporting the submarine MPT community may compensate if degree requirements are not met.
  • Required: Excellent oral and written communication skills
  • Required: Experience with Navy manpower/personnel processes, procedures, and instructions
  • Required: Navy training instructions and procedures
  • Preferred: Experience with Navy finances
  • Preferred: Active Duty Experience in the submarine service.
  • Recent experience in OPNAV or Team Submarine would be ideal.
