Position Description

As a Navy Program Analyst, you will apply your knowledge and program/project planning assistance to support the Naval Sea Systems Command’s (NAVSEA) located at Washington Navy Yard in Washington, DC. 

 

Serco supports the US Navy, NAVSEA HR and Command Administration Center, which provides the highest quality of administrative services with timely results, relieving our Sailors and service employees of administrative burdens to keep them focused on the command mission of delivering fully capable strategic deterrent assets back to sea on-time.

 

In this role, you will:

  • Lead strategic initiatives, workshops, and focus groups across the Command to include senior leadership, subject matter experts, and stakeholders using proven strategic models, frameworks, and tools customized to align with customer needs
  • Meet with the Command’s internal and external stakeholders to gather organizational information and requirements to include policies and existing metrics
  • Analyze existing Command data to understand organizational issues and identify opportunities to improve organizational performance
  • Review and maintain NAVSEA strategic documents
  • Analyze NAVSEA policy to ensure alignment with the Command’s mission, values, and goals
  • Conduct research and analyses of organizations within NAVSEA, other Federal agencies, and industry to identify/benchmark best practices
  • Develop and present whitepapers to address identified gaps and provide recommendations on various topics, e.g., gaps in mission support and execution, Command culture, Command and Control
  • Assist senior leadership with decision-making and determining near-term, mid-term, and long-term goals
  • Communicate NAVSEA strategy and coordinating with external stakeholders
  • Execute and monitor strategic objectives
  • Develop, reviewing, and maintaining strategic planning processes and timeline
  • Analyze Command data from various authoritative systems to measure progress on Command goals
  • Provide recommendations for identified and prioritized strategic opportunities to address complex Command needs
  • Coordinate, facilitate, and partner with stakeholders to generate attainable and sustainable business solutions
  • Provide analytical and change management support
  • Manage accomplishments of key milestones for projects containing multiple work streams
  • Report to Strategy Office on accomplishments, return on investment (ROI), risks, and needs
  • Develop quality briefs and presenting status/progress updates to senior leadership on strategic initiatives

 

Some teleworking is allowed for this position, however, it is desired that candidates be located in or around the National Capital Region (Washington, DC area) to provide onsite customer support as needed.

 

Qualifications

To be successful in this role, you will have:

  • An active DoD Secret Security Clearance
  • A Bachelor’s degree (or experience will be accepted in lieu of degree)
  • 10 years of overall experience
  • 4 years of experience working with DoD organizations
  • Experience working in fast paced environments
  • Experience working in large groups
  • Excellent oral and written communications skills
