Position Description

Your ability to obtain and maintain a Secret clearance post-employment is required to be considered. Active Secret clearance preferred.

 

In this role, you will:

 

  • Coordinate the preparation, development, review and evaluation of proposed engineering changes between Program Office, Technical Authorities, SUPSHIP, PARMS and Shipbuilders as appropriate to the level and complexity of change.
  • Ensure any changes that are presented to the change board are complete with technical information, cost estimate, and any impacts to design / integration / production / test of the hulls impacted.
  • Review and comment on efforts associated with Change Proposals, including reviews, comments, and resolutions of technical issues as well as ECP Pricing.
  • Review all Estimate-to-Complete reports.
  • Develop reports to document change status and provide metrics in support of change management to PMS 515.
  • Coordinate Independent Government Contractor Estimates (IGCE) for requested ship changes, as well as associated requests from development and submittal to PMS515.
  • Participate in all Change meetings (examples: Pre-ECP, CRB, ECP, Pre-CCB, CCB, Local/Waterfront Change Boards, SPPC, Tiger Team, etc.) as POC for PMS 515 in order to track status changes and govt response to issues/comments.
  • Coordinate local change discussions with shipbuilder, SUPSHIP Project Team, Ship Design and Technical Teams, Production and Test Teams, and ACO/COR to determine best path for these change items.
  • Support PMS515 with Change Order funding requests and AD HOC reporting of change cost status.
  • Maintain cost tracking and compliance to defense acquisition requirements as they pertain to FFG62 Class ship changes to develop and submit bi-weekly reports to PMS515. These reports tracks all engineering Change Order and related Non-engineering change line status of technical Baseline changes.
  • Provide oversight on all engineering change related CM/Contracts/Finance data entered into PMS 515 IDE.
  • Maintain logs and web application entry of change proposals.
  • Database queries and reports in response to data calls.
  • Provide support to PMS 515 and SUPSHIP PMR in development of FFG post-delivery change lists and oversight of the change review tracking process, including review of work specs, tracking of Govt Estimates of cost, Shipbuilder and PARM change proposals, and SUPSHIP AMOD and PMS 515 PMOD costs.

Qualifications

To be successful in this role, you will have:

 

  • Required: A Bachelor's degree in a technical field or a commensurate level of experience. 
  • Required: 7+ years of relevant experience in the Engineering and/or Change Management arena.
  • Required: Ability to obtain and maintain DoD Secret security clearance post-employment. Active clearance preferred.
  • Familiarity with NAVSEA acquisition and modernization processes is preferred.
  • Experience interfacing with engineering and programmatic organizations for implementing solutions to identified technical issues.
