Position Description

Our FMS Program Analyst provides program and administrative support to initiate, execute, manage, and close FMS Delivery Orders to support the modernization, repair, and sustainment of former USN, USCG, and foreign naval vessels.

 

This position is contingent upon government contract award and your ability to obtain and maintain your Secret DoD level clearance.

 

In this role, you will:

  • Conduct research and analysis for the response to and/or development of FMS Delivery Orders (DO)
  • Compile, maintain, verify and interpret data in accordance with plans developed by others
  • Analyze data in order to identify trends and potential technical and management problems
  • Draft reports of findings along with related documentation for higher level review
  • Prepare documentation for implementation, execution, monitoring, and closure of FMS DOs
  • Prepare briefs and reports including DO, budgetary, Program Management Review (PMR) documentation and presentation materials/briefs
  • Draft and develop of letters, memoranda, program briefings, and point papers
  • Transcribe and summarize meeting minutes and notes and prepare action items. Track action item status and completion prior to follow-on meetings
  • Develop and maintain key documents, descriptive summaries, master plans, and plans of actions and milestones (POAM)
  • Schedule appointments in support of Government customer, coordinate arrangements for meetings and conferences, and arrange travel reservations and accommodations
  • Organize hard copy and/or electronic files, correspondence, records and reports
  • Participate in the tracking of acquisition, financial, technical and/or contracting items
  • Route or answer routine correspondence
  • Interact frequently with Navy, foreign military, civilian, and subcontractor personnel
  • Perform additional duties and responsibilities as assigned

Qualifications

To be successful in the role, you will have:

  • Bachelor's degree in Business Administration, Finance or other relevant field with a minimum three (3) years of experience in analysis techniques related to the modernization, repair, and sustainment of former USN, USCG, and foreign naval vessels.
  • Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience
  • Must be able to obtain a A U.S. Government SECRET clearance post-employment.  Your ability to maintain your clearance is a condition of continued employment 
  • Foreign Military Sales (FMS) experience is required.
  • Experience working directly with foreign military and foreign government personnel is highly desired
  • Experience with the various ex-USN/USCG ship classes and their associated systems currently in service in foreign navies, such as FFG-7, MHC-51, or WHEC is highly desired
  • Experience supporting NAVSEA PMS 326, PMS 325, PMS 333/SEA 21I, IWS 4, or IWS 11 highly desired
  • Familiarity and experience with ITAR, FCPA, and other regulations, laws, and additional requirements associated with international work is desired

Knowledge, Skills, and Abilities

  • Knowledge of shipbuilding (acquisition, design, production, test and trials) is desired
  • An understanding of NAVSEA, other U.S. Navy organizations, and supporting organizational processes, roles, and responsibilities is highly desired
  • Proficiency in a variety of the fields concepts, practices, and procedures
  • Skills and abilities to collect information, data, and technical specifications
  • Relies on experience and judgment to plan and accomplish goals
  • Perform a variety of complicated tasks
  • Excellent communication, presentation, and interpersonal skills
  • Ability to manage, track, and prioritize many diverse and changing requirements and tasks
  • Ability to interact with customers and provide input to project managers on programmatic and technical deliverables
  • Skills and capabilities to produce and deliver comprehensive reporting to external and internal stakeholders, including government, executive, and foreign personnel
  • Knowledge and understanding of work project(s) and functions
  • Skilled with Microsoft Office (Word, Excel, and PowerPoint)
