Position Description

Our FMS Ship Repair Planner/Estimator provides shipyard repair planning, estimating, and work specification development to support the modernization, repair, and sustainment of former USN, USCG, and foreign naval vessels.

 

This position is contingent upon government contract award.

 

In this role, you will have:

  • Assess ship material condition by conducting ship checks, reviewing ship selected records, and observing tests when necessary
  • Review and validate work requests to determine scope of work required
  • Use all available technical information in ship drawings, technical manuals and documents, and manufacturer data to identify repair and modification requirements
  • Identify and order required material
  • Develop work items/specifications ("4-E specs") with labor, material, and cost estimates in accordance with NAVSEA and FMS instructions

Qualifications

To be successful in this role, you will have:

  • Bachelor's degree in relevant field with minimum 2-4 years work experience in ship planning/estimating is required. (Work experience and education may be adjusted for highly specialized knowledge or uniquely applicable experience.)  Journeyman level experience or equivalent in a commercial shipyard or naval repair facility (NRF) or at least 10 years experience as a US Navy Hull Technician, Gas Turbine Technician, Electrician, Machinist Mate, or Diesel Technician
  • Foreign Military Sales (FMS) experience is preferred
  • Experience developing production planning documents and estimates for depot-level ship maintenance and modernization facilities
  • Experience working directly with foreign military and foreign government personnel is highly desired
  • Experience with the various ex-USN/USCG ship classes and their associated systems currently in service in foreign navies, such as FFG-7, MHC-51, or WHEC is highly desired
  • Experience as Planner/Estimator or Shipbuilding Specialist (SBS) at RMC, SUPSHIP, PERA at shipyards or other ship repair activities
  • Experience supporting NAVSEA PMS 326, PMS 325, PMS 333/SEA 21I, IWS 4, or IWS 11 highly desired

Knowledge, Skills, and Abilities

  • Knowledge of US Navy shipbuilding (acquisition, design, production, test and trials), ship systems, equipment, and operations
  • An understanding of NAVSEA, other U.S. Navy organizations, and supporting organizational processes, roles, and responsibilities
  • Proficiency in a variety of the field’s concepts, practices, and procedures
  • Skills and abilities to collect information, data, and technical specifications
  • Rely on experience and judgment to plan and accomplish goals
  • Perform a variety of complicated tasks
  • Excellent communication, presentation, and interpersonal skills
  • Knowledge and understanding of work project(s) and functions
  • Skilled with Microsoft Office (Word, Excel, and PowerPoint)
  • Ability to manage, track, and prioritize many diverse and changing requirements and tasks
  • Ability to interact with customers and provide input to project managers on programmatic and technical deliverables
  • Ability to speak, read, hear, and write, with or without assistance
  • Ability fo regular physical activity, including walking, standing, and climbing stairs
  • Ability to maneuver in tight spaces in a shipboard environment
  • Ability to frequent periods of prolonged sitting
