Position Description

Team Submarine’s Submarine Program Offices are responsible for the acquisition of the nuclear submarines, PMS397 the COLUMBIA Class, PMS450 the VIRGINIA Class, and for SSN(X), the future fast attack submarines.  Team Submarine offices are also responsible for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E) and Live Fire Test and Evaluation (LFT&E) of the submarines. These programs are major defense acquisition programs and is of significant political importance with Congress and the Office of the Secretary of Defense (OSD).

 

You must have an Active or Current Secret clearance for consideration.

 

Serco supports the US Navy as a prime for their Team Submarine contract supporting the acquisition of submarines. The Team Submarine concept unifies once diverse submarine-related activities into a single submarine-centric organization with the goal of eliminating traditional stovepipe structures and processes that created impediments and inefficiencies in the submarine research, development, acquisition, and maintenance communities. Team Submarine provides improved communication among the various offices that contribute to the overall success of the United States Submarine Force.

 

Serco-NA is seeking a motivated individual to provide programmatic support to one of our Team Submarine customers.  Serco-NA has an opening for a Chief of Staff (COS) with submarine experience to support an active contract with the U.S. Navy in the Washington, DC area.

The COS will support the Program Manager (PM) and Deputy Program Manager (DPM) of one of the submarine program office directly by taking over their smaller responsibilities or handling other day-to-day items. The duties include attending meetings on the PM or DPM’s behalf and taking notes, leading, and implementing various strategic planning processes across the program and providing leadership members with important programmatic information to prepare them for upcoming meetings or presentations.

 

To be successful as a Chief of Staff, you must have strong leadership and problem-solving skills to assist with the daily operation of the program office. The COS regularly works with team members of all levels, so strongly developed written and verbal communication skills are crucial. The COS is responsible for improving the efficiency of the program office and also managing the time of the PM and DPM, so time management skills in organization and planning to prioritize tasks, set meetings and diffuse work conflict without bringing it to the attention of the PM and DPM is critical. The COS must take the necessary steps to overcome problems the program office faces. An effective COS must possess confidence to take initiative and make decisions each day that can impact the program office’s daily operations. They must have extensive knowledge on how the program office functions, so it’s best if the COS hold years of experience working in submarine community as a senior enlisted, such as a Senior or Master Chief

The COS would report directly to the leadership and seated at the Navy Yard.

General Duties

  • Collaborating with the PM, DPM, and Principal Assistant Project Manager’s (PAPM’s) to determine and prioritize programmatic strategies
  • Is the right-hand advisor, sounding board, and gatekeeper to the PM and DPM and possesses in-depth knowledge of daily operations.
  • As the communication liaison, responsible for relaying information between PM and DPM with other staff members.
  • Attends meetings, provides an overall programmatic picture to the PM and DPM and other stakeholders, and then transmits information to the PAPMs.
  • Provide data analysis and metrics of the program office to the PM and DPM, then suggest strategic initiatives to improve workflow, teamwork, and budget management.
  • Responsible for determining performance indicators for the program office, then delivering those metrics.
  • Work on the everyday action items the PM and DPM do not have time to carry out,
  • Prioritize tasks by assisting the PM and DPM with scheduling to make the most of their limited time. You may schedule meetings and travel or delegate those duties to an executive assistant.
  • Identify issues and provide workable solutions, then communicate only the pertinent details to the PM and DPM.
  • Provide project assessment and facilitation executing a new initiative or special project, assess the risk, cost, and work required to achieve it, then facilitate and oversee the enterprise to completion.
  • Planning, coordinating, and keeping contents of a meeting focused
  • Determining key performance indicators and how to measure team performance
  • Providing tactical support to implement ideas
  • Working with leadership to deliver, monitor and communicate progress towards goals
  • Responding to inquiries on behalf of the PM and DPM
  • Overseeing strategic initiatives from ideation to implementation
  • Identifying and helping solve core problems or opportunities
  • Providing support and oversight for special projects and initiatives
  • Planning, coordinating and leading meetings and workshops
  • Identifying and providing recommendations on improvements across the organization

Qualifications

Education and required/Preferred Experience:

  • Required: A Secret clearance and U.S. Citizenship for consideration.
  • Required: Bachelor’s degree in business administration or a related field such as finance or economics.
  • Required: Excellent written and oral communications skills
  • Required: 7-10 years of experience leading, managing, or overseeing multiple departments with an emphasis on communication, problem-solving, and leadership skills.
  • Preferred: Strong organizational and leadership skills.
  • Time management skills
  • Proven excellent interpersonal skills
  • Ability to multitask effectively
  • Ability to pay attention to details and to work based on available data and not guesswork
  • Ability to use Microsoft Office packages effectively
  • Experience as a project manager
  • Ability to be flexible both in relation to job-specification and schedules
  • Ability to solve problems
  • Desired active NNPI account and CAC
  • Desired: 10 or more years of experience with Navy acquisition and Submarine Programs.
  • Desired: Experience leading a project and interfacing with an end item customer.
  • Desired: Knowledge of Program Management, including the acquisition process, the budgeting process and Navy program execution.
  • Active Duty Experience in the submarine service preferred.
  • Recent experience in Team Submarine would be ideal.
