Serco is excited to begin support to the F-35 Joint Strike Fighter Program Office. This contract provides program management support in support of the full acquisition lifecycle of the F-35 program, to include development, production, and sustainment. Our Senior Foreign Military Sales (FMS) Program Analysts, located in Crystal City, Arlington, VA, supports the F-35 International Directorate (ID) in its role as the focal point for all F-35 Fleet Users, to include U.S. Services, International Partners, and Foreign Military Sales programs to ensure ID integration throughout the F-35 enterprise and to ensure the delivery of 5th Generation combat capability to Warfighters in support of coalition operations. The Contractor shall provide support to the National Deputies who are the F-35 Program’s senior national representative for their Participant country within the JSF Program Office and are responsible for providing day-to-day representation of the cognizant Partner nation on all matters related to the F-35 Program. The Contractor shall provide support to the U.S. Service Deputies who are assigned to the JPO to ensure immediate/critical U.S. Service insight to the Executive Leadership Team (ELT) and Senior Leadership Team (SLT). The Contractor shall provide support to the Foreign Military Sales USG Program Managers who represent the Foreign Military Sales Foreign Liaison Officers for country within the JSF Program Office and are responsible for providing day-to-day representation of the cognizant Foreign Military Sales nation on all matters related to the F-35 Program.Our FMS Program Analysts serve as FMS subject matter experts and use information derived from military FMS policy to determine courses of action. You will interface daily with senior Navy military and civilian leaders (i.e., Flags, SESs, and senior GSs) to assist in identifying data-driven solutions to readiness and sustainment challenges and educating stakeholders on the Depot-Level Maintenance enterprise; material readiness of pre-deployers, deployed ships, and FDNF ships; and ongoing surface ship sustainment efforts. In this role, you will:- Assist in executive level programmatic management and planning support services to the Director of Surface Ship Maintenance, Modernization, and Sustainment by serving as the SEA 21/CNRMC Surface Ship Depot Level Maintenance War Room / Operations Center Manager.- Assist in executing long-term programmatic planning support for the SEA 21/CNRMC Flag Officer, Senior Executives, and Program Mangers for the planning and execution for surface ship depot level maintenance availabilities and industrial base assessment and growth.- Analyze historical trends and data from surface ship CNO Maintenance Availabilities to help develop and institute initiatives that reduce Days of Maintenance Delays (DoMD) and deliver ships from CNO Avails on time with required work complete.- Monitor the material status of pre-deployers, ships currently on deployment, and Forward Deployed Naval Forces and track and report on those material issues that require Flag Officer attention to remove barriers and expedite repairs.- Provide tours of the SEA 21 War Room / Operations Center to high level officials such as members of the U.S. Congress, Congressional Professional Staff Members, high-level Executives from Industry, Assistant Secretaries of the Navy, the Chief of Naval Operations, the Vice-Chief of Naval Operations, and various other Flag and General Offices and Senior Executives within the Department of Defense.- Help to provide executive level long range programmatic planning products that convey complex issues though transition plans and long-range projections.- Help to provide input for presentations, white papers, or other documentation, and participate in meetings to share findings.- Assist in organizing and supporting program meetings, reviews, information exchange meetings, workshops, and conferences at contractor site.
