This is a contract position with the State of Louisiana DOTD and after initial paid training in New Orleans, the position will operate full time out of the Hammond and Slidell areas. The Motorist Assist Patrol (MAP) Operator provides safe, quick clearance of incidents that affect traffic, including vehicle accidents and disabled vehicles. The primary purpose of the MAP is to ensure State Highways are free of obstructions and safe for the traveling public. To ensure safety, MAP Operators wear highly visible, reflective uniforms and drive specially marked vehicles when assisting motorists and emergency first responders. Upon successful completion of classroom and field training, the MAP Operator will be certified as a first responder to operate a fully equipped Motorist Assistance Vehicle. CPR / First Aid training is provided to enable the MAP Operator to provide basic first aid until emergency services arrive when necessary. Specific duties include but not limited to: -Monitor State Highways with regard to vehicle crashes, disabled/abandoned vehicles, debris, and lane-closing events, traffic signal malfunctions, damage to state equipment on state roadways, as well as general incident/congestion scenarios. -Provides roadside assistance to stranded motorists (including changing tires, giving battery jumps, providing fuel, removing debris from the travel lanes, etc.) -Work closely with Police and other first responders at highway incidents. -Provide incident response, on-scene traffic control and limited first aid as needed -Provide Traffic Incident Management Services -Accepts personal responsibility of all work output -Adheres to all MAP SOP guidelines. -Using a two-way radio and/or smart phone, Communicate and Coordinate with the Traffic Management Center staff with regard MAP work activities. -While providing emergency roadside service to motorist, Operators will observe safety required procedures to avoid injury and accidents at all times. -MAP Operators are subject to working in all types of weather, 24/7/365, holidays, weekends, required overtime, and call outs due to identified emergencies. -Full Time benefits include Paid Vacation Leave, Sick Leave, and Paid Holidays. This position provides an opportunity to play a strategic role as we work together to support Serco’s mission challenges. Duties to include but not limited to:- Management of activities and staff associated with the development of responses to Government Request for Proposals (RFPs), Request for Quotes (RFQs), and Request for Information (RFIs).- Facilitate the development and review of proposal strategies and themes.- Provides leadership and direction to cross-functional teams assigned to work proposal efforts; ensures that proposal responses are compliant, compelling, and completed on schedule; works with the Capture Manager and Business Development team to weave opportunity strategies, solutions, themes, and discriminators into proposal responses; and ensures that proposals are completed and delivered to the Government within the prescribed time periods.- Lead review of proposal strengths and weaknesses of the Client for emphasis and mitigation, respectively.- Lead review of proposal strengths and weaknesses of the competitors for de-emphasis and “ghosting”, respectively.- Prepare and maintain the Proposal schedule working in concert with the Capture Manager and Operations Lead/Program Manager- Create and review the Proposal Management Plan (PMP) working with the Capture Manager and Operations Lead/Program Manager.- Develop the work breakdown structure based on the scope of work, performance work statement, statement of objectives, etc.- Build the proposal compliance matrix using the proposal workbook and track the fulfillment of all requirements.- Review completed proposal content plan, particularly graphics, and subsequent written sections ensuring requirements are adequately addressed and that page limits are met.- Conduct regular proposal progress (Tag Ups) status meetings and manage and assign action items with due dates.- Direct writing/editing/rewriting efforts as needed.- Schedule and conduct color reviews- Prepare and collect/track the score card for color reviews of the proposal content plan including evaluate and report out on the score results- Ensure appropriate comments from the color reviews are incorporated into the final proposal version.- Assist as appropriate, in obtaining subcontract RFPs into the hands of other companies (if Teaming) and to key vendors and subcontractors.- Direct the development of task descriptions for the Basis of Estimate and related cost assumptions for development of the cost volume.- Tutor/mentor authors and other personnel as deemed necessary.- Coordinate and assist the Capture Manager or Operations Lead in the response to questions from the Customer- Assist in final proposal revisions assuring that the revisions are consistent with the Customer’s requirements and the Client’s management direction- Assist in preparation of Orals, if required.- You will demonstrate the ability to manage more than one proposal at a time and a willingness to work extended hours.- The ideal candidate will provide proofreading skills, possess a keen attention to detail, and handle stressful situations.
