In support of a Post Delivery Manager, provides timely resolution of issues related to systems design, as well as, Alteration Installation Team (AIT) installations and integration during post-delivery periods, including all pre-availability planning efforts, Industrial Post Delivery Availability (IPDA), Post Delivery Availability (PDA), Fitting Out Availability (FOA), Post Shakedown Availability (PSA) and various windows of opportunity. Coordinates all efforts related to the planned AIT installations during these availabilities to include Combat Systems Light-Off (CSLO) and Systems Operational Verification Testing (SOVT). Ensures requirements are defined and met according to specifications. Typically supports multiple project activities and may support multiple programs within the organization.Generally, responsible for the design, development, implementation, and analysis of technical products and systems. Performs engineering design evaluations. May develop a range of products. Recommends alterations to development and design to improve quality of products and/or procedures. Familiar with a variety of the field's concepts, practices, and procedures. Relies on experience and judgment to plan and accomplish goals. Performs a variety of complicated tasks. A wide degree of creativity and latitude is expected. May report to an executive or a manager. Provides technical guidance and mentoring to lower level technical staff.Specific tasks include:On behalf of the Post Delivery Manager, interface with Ship’s Force, NAVSEA, SPAWAR, and NAVAIR On-Site Installation Coordinators (OSIC’s) with the sequencing of system installation and testing. This may include the exchange of critical path scheduling information for prior/concurrent alterations or to resolve integration issues.Provide technical and programmatic support. Review and evaluate various system documents, drawings, and Integrated Logistics Support (ILS) products to ensure accuracy and proper shipboard integration and installation.Manage and maintain the AIT database and participate in associated bi-weekly meetings to review and update the status of each planned system installation effort. One of AIT databases many reports is the “Scorecard.” Scorecards are a powerful management/planning tool that presents important data necessary to support an installation. The AIT database will be utilized to track, coordinate, and provide all information pertaining to the AIT effort (i.e. Technical Data Packages (TDPs), ILS, Plans of Action and Milestone (POA&M), Industrial Support requirements, Objective Quality Evidence (OQE), SOVTs, Point of Contact (POC) information, training requirements, etc.Liaison with the planning yard to facilitate approvals of any change documentation or upcoming configuration changes. Work with the planning yard when a new system change is forthcoming to coordinate design/support requirements.Participate in all Planning Meetings, Combat System Working Group Meetings, and Configuration Control Board Meetings. Provide a brief of the AIT work package weekly.Provide deck plate management support of all AIT work items, attend daily production meetings, Commanding Officer (CO) weekly status briefs, and daily coordination of AIT industrial support services requirements including temporary services, laydown areas, crane and rigging, etc.Duties may also include:Responsible for ensuring that AITs meet all the pre-requisites for shipboard installations and provide all installation deliverables per plan.Track status of AIT readiness. Ensure all stakeholders are informed of proposed installations and updated as to progress and problems/delays encountered during installation.Ensure requisite AIT Personnel qualifications and training records are complete.Ensure completeness and accuracy of the Alteration Completion Report once all work has been accomplished. This position will support the Program Executive Office Submarines program office, PMS450. PMS450 oversees the design, construction, and delivery of the VIRGINIA Class Submarines. The candidate will take part in the Shock systems integration teams (SIT) and be an integral member of the SITs established relationship between the shipbuilder and the program offices. This position will be in Washington, DC at the Navy Yard.In general, the duties and support to PEOSUBS, PMS450 Shock SIT are:- Provide administrative and liaison support by receiving incoming Government Furnished Equipment (GFE) and Commercial Furnished Equipment (CFE) requests for approval.- Open the Shock SITs desk and review any items that may have action from the evening before.- Communicate daily with the Shock SIT regarding shock items to be worked each day.- Assist ensuring his calendar items.- Receive and review incoming letters for approval from the database Manager, determining if the commitment is a shock lead item.- Once determined that the letter is a shock lead, the Shock SIT will produce a route sheet which is electronically forwarded to reviewers / stakeholders who will review the assigned commitment and provide comments or concurrence by the due date assigned- The letter will be reviewed and drafted, then sent to the shock SIT for his review.- If reviewers / stakeholders have comments, the shock SIT will discuss with the submitter. If need be, comments are forwarded to the requesting agency POC for adjudication. Once adjudicated, comment resolution is returned to the shock SIT and the outgoing NAVSEA letter is updated to include comments within the body of the outgoing letter, or as an enclosure.- The final draft letter is forwarded to the shock SIT, who will route the letter with enclosures, and the Route Sheet to be reviewed and concurrence signature is obtained by the Technical Warrant Holders (TWH).- Update the Access Database daily with incoming, closed, and non-shock commitments.- Use OneNote to track the status of all comments shock lead, non-shock lead, incoming items, and closed items.- Maintain and update the classified documentation transferred to NSWCCD Carderock. These items will be scanned and e-stored for future use / need.- Work with other government codes ensuring commitment schedules are not impacted.- Work with NSWCCD (Carderock) and NSWCPD (Philadelphia), NUWCDIVNPT to ensure commitments are on track (reviewed, comments forwarded).- Coordinate signatures on all Shock Qualification packages within PMS450 Program Office, various NAVSEA Tech Warrants, System Warrants, and reviewers.- Ensure all letters are serialized, distributed, and scanned for retention after signature by the Technical Director.
