This Senior Manpower Analyst will be part of a dynamic team serving at the headquarters, Marine Corps Forces, Pacific (MARFORPAC). Serco currently supports the Marine Corps through the MARFORPAC IDIQ contract vehicle. Currently, we provide onsite support to the MARFORPAC G-3, the I Marine Expeditionary Force G-1, and the 1st Marine Division G-3.  Generally, in this role, you will serve as a Total Force Manpower Analyst in support of I MEF, Camp Pendleton, CA. You will apply your knowledge of a wide range of analytical methods to access and evaluate the status, effectiveness, and efficiency of Total Force Manpower programs. Additionally, the Contractor shall, apply extensive knowledge and understanding of Total Force Manpower management principles, practices, methods and techniques, and skill in integrating management services within the general management of I MEF and its Major Subordinate Commands. You should have experience with applying analytical techniques and evaluation criteria to the measurement and improvement program effectiveness and/or organizational productivity.   Specifically, in this role, you will support the following key tasks generally organized in these categories: Task Category 1 – Written Recommendations and Analysis for Specific Issues (WRASI)- Provide subject matter expertise and recommendations for staffing processes for I MEF, to include training.- Provide analysis and recommendations on civilian Table of Organization and Equipment Requests impacting total force structure.- Coordinate with the Human Resources Office (HRO) and management to initiate personnel actions to fill all civilian vacancies.- Advise and document the results of the Performance Award Review Boards (PARB). In preparation, the Contractor will draft a Letter of Instruction to send out to the Major Subordinate Command/Elements once business rules are published from HQMC. Task Category 2 – Civilian Resource Working Group (CWRG)- Assist the AC/S G-1 (CRWG Chair) to solicit inputs, attend meeting held for the Civilian Resource Working Group and document the results of the group as requested by the Chair. Task Category 3 – MEF Civilian Accountability - Document accountability of all civil service and NAF personnel by validating the accuracy of Marine Online reporting, at a minimum, quarterly and generating reports for submission to Headquarters, U.S. Marine Corps Forces, Pacific. Task Category 4 – Manage-to-Payroll- Work closely with MEF G-8 to recommend courses of action to optimize utilization of Manage-To-Payroll civilian dollars. Task Category 5 – Furlough Actions- Coordinate with MSC/Es to implement furlough actions to include distribution of furlough letters and execution of orderly shutdown actions, as required. Task Category 6 – Civilian Awards- Coordinate with Human Resources Office to facilitate civilian awards/recognition/length of service pins, as applicable. Task Category 7 – Processes & Procedures- Ensure processes and procedures are codified via orders, directives, policy letters, as well as a turnover binder.

Serco is excited to begin support to the F-35 Joint Strike Fighter Program Office. This contract provides program management support in support of the full acquisition lifecycle of the F-35 program, to include development, production, and sustainment. Our Senior Foreign Military Sales (FMS) Program Analysts, located in Crystal City, Arlington, VA, supports the F-35 International Directorate (ID) in its role as the focal point for all F-35 Fleet Users, to include U.S. Services, International Partners, and Foreign Military Sales programs to ensure ID integration throughout the F-35 enterprise and to ensure the delivery of 5th Generation combat capability to Warfighters in support of coalition operations. The Contractor shall provide support to the National Deputies who are the F-35 Program’s senior national representative for their Participant country within the JSF Program Office and are responsible for providing day-to-day representation of the cognizant Partner nation on all matters related to the F-35 Program. Our Program Analyst supports FCAT in leading, identifying, maturing, informing, and transitioning capability candidate nominations and integration planning for insertion into the F-35 Air System Program of Record (PoR), to and on behalf of the U.S. Services and International Partner countries.Our Program Analysts reviews and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs.
